Today in the RGP Republican Veterinary Laboratory , a public hearing was held on the revision of prices for works , services produced and (or) sold by the state monopoly subject in the field of veterinary medicine under the chairmanship of the head of the Department of epizootic monitoring of the Committee of veterinary control and supervision of the MHA KURMANGALIEV S.T.
Representatives of the Competition Protection and Development Agency of the Republic of Kazakhstan, the National Chamber of Entrepreneurs of the Republic of Kazakhstan Atameken, the Association of Legal and Physical Entities The Union of Poultry Breeders of Kazakhstan, the Veterinary Control and Supervision Committee of the Ministry of Agriculture and Fisheries of the Republic of Kazakhstan and the RGP RVL took part.
At present, the RGP RVL is the only organization in the country that ensures the performance of the functions for diagnosing especially dangerous and enzootic diseases of animals, which are classified under state monopoly.
The enterprise has 164 veterinary laboratories (12 regional, 4 regional, 1 inter-district, 1 city and 146 district and zone laboratories) and 27 biological and pathological material sample reception points.
In accordance with the subparagraph 2 of the first paragraph of Article 11 of the Law of the Republic of Kazakhstan of 10 July 2002 No 339-II O veterinary, the RDP RVL carries out the functions assigned to the state monopoly:
the diagnosis of particularly dangerous diseases of animals included in the list approved by the authorized body;
diagnosis of enzootic diseases of animals included in the list approved by the local executive body of the region, city of republican significance, capital.
In addition, the RGP RVL carries out the following types of activities, technologically related to services for diagnosing particularly dangerous diseases and diagnosing enzootic diseases of animals (order No 201 of 03 July 2021 of the MHA of the Republic of Kazakhstan):
– carrying out laboratory investigations and veterinary-sanitary examinations;
– verification of measuring instruments and certification of test equipment;
– bacteriological studies of the quality of disinfection;
– the disposal and disposal of biological waste;
The enterprise provides services for laboratory diagnostics studies on particularly dangerous diseases of animals, under a contract concluded annually with the authorized body of the KVKN of the RHIC for the corresponding year.
At the same time, 97 percent of the total number of laboratory-diagnostic studies conducted on particularly dangerous diseases of animals comprise serological studies of the disease – brucellosis.
The current prices for diagnosing particularly dangerous diseases of animals have been approved by the order of the Minister of Agriculture of the Republic of Kazakhstan dated 12 June 2015 No 7-1/529 About approval of prices for works, services produced and (or) sold by the state monopoly entity in the field of veterinary medicine.
In connection with bringing into conformity with the interstate standards adopted by the European Council for Standardization, Metrology and Certification in the field of laboratory diagnosis of brucellosis of animals (serological methods) the new GOST 34105-2017 Animals has been put into effect from 01.02.2019 with the establishment of a transitional period until 01.02.2020. In this regard, the RGP RVL is reviewing the value of services for state monopoly, with further amendments to the Order (No7-1/529 of 12.06.2015g).
