About the lab

The Republican State Enterprise on the Right of Economic Management “Republican Veterinary Laboratory” was established pursuant to Resolution No. 1908 of the Government of the Republic of Kazakhstan dated November 21, 2009.

The main activity of the enterprise is aimed at protecting the population from diseases common to animals and humans through regular diagnostic testing, thereby ensuring the country’s epizootic well-being with regard to particularly dangerous animal diseases.

Pursuant to Article 11 of the Law of the Republic of Kazakhstan “On Veterinary Medicine” dated July 10, 2002, No. 339, the subject of the enterprise’s activities is the performance of functions classified as a state monopoly:

• diagnosis of particularly dangerous animal diseases included in the list approved by the authorized body;
• diagnosis of enzootic animal diseases included in the list approved by the local executive body of the region, city of republican significance, or the capital;

The activities of the enterprise that are technologically related to the functions of the state monopoly also include:

• conducting laboratory tests and veterinary and sanitary examinations;
• verification of measuring instruments and certification of testing equipment;
• conducting bacteriological testing of disinfection quality;
• disposal and destruction of biological waste.

To perform the above-mentioned functions, the state has established an extensive network of veterinary laboratories.

The enterprise has a total staff of more than 2,000 positions. Its workforce consists of highly qualified specialists.

All laboratories are equipped with modern general laboratory equipment for conducting classical diagnostic tests. Regional and oblast laboratories are additionally equipped with modern instruments for enzyme-linked immunosorbent assays (ELISA), polymerase chain reaction (PCR) testing (conventional and real-time PCR), as well as bacteriological and virological examinations.

The enterprise’s regional laboratories are equipped with specialized equipment for food safety testing, including high-performance liquid chromatography with mass spectrometric detection for determining residues of veterinary medicinal products, voltammetric analyzers, polarographs, spectrometric systems for radionuclide determination, and other equipment.

The enterprise’s oblast and regional laboratories are accredited within the national accreditation system by the National Accreditation Center LLP under the Committee for Technical Regulation and Metrology of the Ministry of Investments and Development of the Republic of Kazakhstan for compliance with the requirements of ST RK ISO/IEC 17025 “General Requirements for the Competence of Testing and Calibration Laboratories.” National Accreditation Center LLP is a signatory to the ILAC MRA (International Laboratory Accreditation Cooperation Mutual Recognition Arrangement). The enterprise’s accredited testing laboratories are included in the Unified Register of the Customs Union.

Since 2007, the enterprise has operated its own metrology service, which is accredited to perform verification of measuring instruments in accordance with GOST ISO/IEC 17025-2009 and also holds an accreditation certificate for the calibration of measuring instruments.
