The inter-district veterinary laboratory of the city of Jezkadzhan, formerly the Karaganda regional branch of the RGP at PHI Republican veterinary laboratory Committee of veterinary control and supervision of the Ministry, does not comply with the Sanitary rules “Sanitary and epidemiological requirements to laboratories using potentially hazardous chemical and biological substances” approved by the order of the Minister of Health of the Republic of Kazakhstan dated 15 October 2021 No.
In 2019, the Department of Sanitary and Epidemiological Control of the Ministry of Health of the Republic of Kazakhstan identified this discrepancy and sent for consideration to the Jezkazgan City Court.
In addition, in 2021, the Health Ministry of the Republic of Kazakhstan’s Zhezhkazgan City Sanitary-Epidemiological Control Office by a special order checked the laboratory for compliance with the requirements of the legislation of the Republic of Kazakhstan in the field of sanitary-epidemiological well-being of the population. As a result of the inspection, it was established that one of the main discrepancies is the presence of a non-profile organization (cafe, night club) in the building of the inter-district veterinary laboratory in Zhezhkazgan city, the RVL was fined 904 270 tenge and an injunction was issued to eliminate violations until October 15, 2021.
Due to the impossibility of eliminating this violation, the RVL decided to transfer the laboratory to the sample reception point from 6 January 2022 until it is brought into conformity with the sanitary rules, to designate as the supporting laboratory of the Janaarkina District Veterinary Laboratory of the Karaganda branch.
Currently, all necessary laboratory tests are carried out in a scheduled manner.
For reference:On the balance of the Veterinary control and supervision Committee of the Ministry of Agriculture of the Republic of Kazakhstan, located in the village of Ulitau of Ulitau district, there is a one-type modular laboratory with unfinished construction works.
On February 4 of this year, with the participation of the Zhezhkazgan city administrator K. B. Absattarov, representatives of the Veterinary Control and Supervision Committee, the head of the Department of Veterinary Affairs of the Karaganda region, the Republican Veterinary Laboratory and representatives of local business in the Zhezhkazgan Veterinary Laboratory, a meeting on ZOOM video communication was held.
In addition, on February 10 of this year, at the meeting of the Governor of the Karaganda region J. M. Kasymbek and the first Deputy Minister of Agriculture of the Republic of Kazakhstan A. S. Saparov, the issue of building a veterinary laboratory in the city of Jezkadzgan was raised. Taking into account the presence of more than 300 thousand head of cattle in the service zone of the cities of Jezkadzgan, Satpaev and rural districts of the Ulitauta district, the need to operate a veterinary laboratory was voiced, where studies should be conducted to diagnose especially dangerous animal diseases and determine the safety of livestock products.
In this regard, proposals are being made to the Comprehensive plan for the development of the Ulitau region to address the issue of the construction of a veterinary laboratory in the city of Żezkazgan in the Ulitau region.
Currently, the Agency of the Republic of Kazakhstan for Countering Corruption is conducting a verification of the order and validity of conducting an electronic auction on the sale of the building of the veterinary laboratory in the city of Jezkadzhan. Within its competence, the Committees of Internal State Audit of the Ministry of Finance, Sanitary-Epidemiological Control and Veterinary Control and Supervision of the Ministry of Health are conducting appropriate work concerning the issue of a sanitary-epidemiological permit to open a cafe, the issues of ensuring veterinary-sanitary safety in the region and the resumption of the laboratory’s activities.
